Melbourne Market Overview — Why Now
Market Timing & Opportunity · July 2026
Melbourne units sit at "Start of Recovery" — the single most favourable entry point in the entire property cycle. Cities at this position have historically delivered the strongest medium-term returns.
After three years of underperformance, Melbourne has arrived at a genuinely rare entry point. The city trades at roughly a 45% discount to Sydney — a historically wide gap that reflects cautious sentiment, not structural weakness. Every fundamental driver of long-term property values is firmly intact.
1.5%
Rental vacancy rate
City-wide — critically tight. Strong landlord conditions for investors.
+4.9%
Unit rent growth (annual)
Melbourne unit rents growing well above long-term averages.
7.1%
KPMG unit growth forecast
Units to outpace houses — strongest of any Australian capital city.
Why Melbourne Units Now — Key Drivers
45% discount to Sydney. Melbourne's median house price gap to Sydney now exceeds $600,000 — the widest in recorded history. Units at $570K–$636K represent even sharper relative value.
Structural undersupply. Australia builds ~170,000 dwellings annually against a need of 250,000. Melbourne bears a disproportionate share of this shortfall, with no resolution in sight.
Australia's fastest population growth. Victoria leads the nation in net overseas migration. Every new arrival needs housing. Rental demand is structural, not cyclical.
Units outperforming houses. KPMG forecasts 7.1% unit growth for 2026. Monthly data shows units down only 0.4% vs houses down 1.0% — the resilient choice in a higher-rate environment.
Rate cuts on the horizon. Economists forecast the first RBA cut around mid-2027. History shows Melbourne recovers sharply once rate sentiment turns. Entry now = full upside capture.
The Brisbane/Perth lesson. Melbourne today mirrors Brisbane and Perth in 2022–2023. Those who entered early captured 25–33% growth as those markets recovered.
Melbourne · Victoria
Australia's best-value capital city — right at the start of its recovery
HTW National Overview, June 2026
"Melbourne is starting to look like value for money… buyers should feel confident entering the market as Melbourne is currently displaying an extreme value arbitrage compared to Sydney, trading at roughly a 45% discount — purchasing historically undervalued, highly resilient real estate right at the start of projected 6.6% capital growth."
KPMG Residential Property Outlook 2026
Melbourne expected to be best-performing capital in 2026. Unit prices forecast to grow 7.1% — strongest of any Australian capital city. KPMG chief economist cites "genuine underlying demand."
Woodards Real Estate — Market Awakening 2026
Melbourne still below March 2022 peak — unlike other capitals. Still has significant headroom. Carlton North up 21.4% YOY. Blackburn units up 15.9%. "Firmly shifting into a new period of growth."
propertyupdate.com.au — July 2026
Melbourne deeply undervalued vs Sydney. "Chronic undersupply, fastest population growth and vacancy of just 1.5% haven't gone anywhere." Units forecast to hold up far better than houses.

Victoria Unit Market — HTW Property Clock & Data
Herron Todd White · Month in Review · June 2026 · National Property Clock · Units
The HTW Property Clock maps every Australian capital city against the property cycle. Melbourne units sit at Start of Recovery — the optimal buy point — while Perth and Sydney are already deep into their growth run and approaching peak. This single diagram shows why Melbourne is the best entry opportunity available to investors today.
Source: HTW Month in Review June 2026
City Positions — Clock Key
MEL — Melbourne · Start of Recovery ★
ADL / BNE — Adelaide, Brisbane · Rising Market
PER / SYD — Perth, Sydney · Approaching Peak
CBR — Canberra · Starting to Decline
HBT / DRW — Hobart, Darwin · Declining / Approaching Bottom
✦ What this means for you
Perth and Brisbane buyers in 2022–2023 captured 25–33% growth. Melbourne is now exactly where those cities were then. Cities at Start of Recovery consistently deliver the strongest medium-term returns in the subsequent cycle. Sydney and Perth are approaching their ceiling — Melbourne's run is only just beginning.
Capital City Comparison — Clock Position & Investment Verdict (HTW June 2026 · Units)
| City | Clock position | Stage of cycle | Investment verdict |
|---|---|---|---|
| Melbourne ★ | Start of Recovery | Market has bottomed. Recovery beginning. 45% discount to Sydney. Structural demand intact. | ✓ Optimal entry now |
| Adelaide | Rising Market | Growth well underway. Still positive but prices already rising fast. | ⊙ Late — entry possible |
| Brisbane | Rising Market | Significant run since 2022. Yields compressed. Window narrowing quickly. | ⊙ Late — entry possible |
| Perth | Approaching Peak | Top of growth cycle. Major gains already banked. Very limited upside remaining. | ✗ Peak risk — avoid |

Capital Gains Tax — Before vs After (Singapore Investor)
2026 Federal Budget · CGT Reform · Off-the-Plan Carve-Out
✦ The key misunderstanding — please read this first
Many Singapore investors have heard that the 50% CGT discount is being removed and assumed this is bad news. This is incorrect. As a foreign (non-resident) investor, you were never entitled to the 50% discount — it was removed for non-residents in 2012. The new indexation method from the 2026 Budget is a new benefit you did not have before. The new rules are better for you, not worse.
Purchase: $1,000,000
Sale price: $1,400,000
Gross gain: $400,000
Tax rate: 45% (non-resident)
Hold: 5+ years
Property: Off-the-plan apartment
| Feature | Before — old rules | After — new rules (from 1 July 2027) |
|---|---|---|
| CGT discount & method | ||
| 50% CGT discount | ✗ Not available — removed for foreign investors since 2012 | ✗ Still not available — no change for foreign buyers |
| Indexation method | ✗ Not available | ✓ Now available — off-the-plan buyers elect this at time of sale |
| 30% minimum tax | Not applicable | Does not apply — your 45% rate already exceeds the floor |
| CGT calculation on $400,000 gross gain | ||
| Gross gain | $400,000 | $400,000 |
| Reduction applied | None — full gain taxed | − $131,000 (CPI indexation, est. 2.5%/yr × 5 yrs) |
| Taxable gain | $400,000 | $269,000 |
| Tax @ 45% | $180,000 | $121,050 |
| Net gain you keep | $220,000 | $278,950 |
| Foreign resident withholding (FRCGW) at settlement | ||
| Withheld at settlement | 15% of $1,400,000 = $210,000 | 15% of $1,400,000 = $210,000 — no change to process |
| Important to know | The 15% withheld at settlement is not your final tax. It is a prepayment only. You lodge an Australian tax return after sale and receive a refund of any overpayment. Tax is calculated on the gain — not the full sale price. | |
| Singapore tax position | ||
| Singapore CGT on gain | ✓ Singapore has no capital gains tax. The gain is taxed in Australia only. No double taxation on your investment profit. | |
Tax payable — before (old rules)
$180,000
Net gain kept: $220,000
✦ Tax payable — after (new rules)
$121,050
Net gain kept: $278,950 | Saving: ~$58,950
Bottom line: As a Singapore investor buying off-the-plan, the new rules reduce your Australian CGT bill by approximately $58,950 on a $400,000 gain — because indexation now shelters your inflation-adjusted return from tax. This is a genuine, quantifiable improvement to your investment returns.
Assumptions: non-resident investor, 45% rate, no Medicare levy. Indexation est. 2.5% CPI p.a. over 5 years. Not tax advice.

Negative Gearing — Still Fully Protected for You
2026 Federal Budget · Negative Gearing Reform · New Build Exemption
✦ Direct message for Singapore off-the-plan investors
The negative gearing restriction introduced in the 2026 Budget applies only to established (existing) homes purchased after 12 May 2026. Off-the-plan apartments and new builds are fully exempt. Nothing changes for you. You retain the full ability to offset rental losses against your other Australian-sourced income — exactly as before.
| Feature | Before — old rules | After — new rules (from 1 July 2027) |
|---|---|---|
| Negative gearing — off-the-plan apartment (your investment) | ||
| Full negative gearing | ✓ Full negative gearing Rental losses offset against all income | ✓ Full negative gearing RETAINED Off-the-plan and new builds fully exempt — no change |
| Does anything change for you? | No. Nothing changes. Your full negative gearing entitlement is completely preserved. | |
| Rental loss treatment | Offset against all income (wages, business income, etc.) | Same — still offset against all income. Completely unrestricted. |
| Negative gearing — established property (reference only — does not apply to you) | ||
| Established homes (after 12 May 2026) | ✓ Full negative gearing | ✗ Restricted — losses can only offset rental income, NOT wages or other income |
| Does this affect you? | No. This does not apply to off-the-plan apartments. Shown for reference only. | |
| Combined tax position — off-the-plan vs established property (post 12 May 2026) | ||
| CGT at sale | Off-the-plan: Indexation available — saving ~$58,950 on $400K gain | Established: Indexation only, no flexibility or choice |
| Negative gearing | Off-the-plan: ✓ Full — completely unrestricted | Established: ✗ Restricted to rental income only |
| FIRB access | Off-the-plan: ✓ Generally approvable | Established: ✗ Foreign purchase ban extended to June 2029 |
| Overall tax position | Off-the-plan wins on every single measure | Significantly less tax-efficient for foreign investors |
| Additional conditions for Singapore investors | ||
| Medicare levy | Does not apply to non-residents. No 2% Medicare levy on top of your 45% tax rate. | |
| Singapore tax on gain | ✓ No Singapore CGT applies. Australia is the only tax event on your property profit. No double taxation. | |
| FIRB approval | Required for all foreign purchases. Off-the-plan apartments generally approvable. Established property foreign purchase ban extended to June 2029 — further reinforcing the new build advantage. | |
Summary: Off-the-plan apartments are the most tax-efficient Australian property structure available to Singapore investors. You have access to CGT indexation (saving ~$58,950 on a $400K gain), full unrestricted negative gearing, no Medicare levy, no Singapore CGT, and FIRB approval pathways that remain open. Established property buyers purchased after Budget night get none of these advantages.
General information only. Not financial, tax or legal advice. FIRB approval required for all foreign purchases.

Dingle Partners — Inner Melbourne Market Analysis · May 2026
Units attract strong investor interest: vacancy 1.5%, robust rental yields. For finance-ready buyers, the current environment contains more opportunity than the headlines suggest. Long-term fundamentals remain intact.
Melcorp Real Estate — Apartment Forecast 2026
Rising demand and limited supply set up apartments for stronger price performance than houses throughout 2026. Apartments now the strategic choice — particularly in CBD, Southbank and inner-ring precincts.
Domain FY27 Housing Forecast — June 2026
Melbourne units forecast to fall only 1–3% over year to June 2027 — significantly outperforming houses. Units are the defensive, yield-backed choice in a higher-rate environment.

✦ The Brisbane / Perth Lesson
Melbourne today mirrors where Brisbane and Perth were in 2022–2023 — undervalued, cautious sentiment, but intact structural demand. Those who entered early captured 25–33% capital growth as those markets recovered. The conditions that precede Melbourne's recovery are already in place. The question is not whether to enter — it is whether to enter early.
